To All Councillors

You are hereby summoned to attend the Meeting of the Parish Council to be held at the Chapel, Chapel Lane, Little Hale on Tuesday 5th November 2024 at 7.30 pm.

Members of the public are welcome to attend this and any Parish Council meeting during the year.

Ten minutes prior to the start of the business of the meeting are set aside for a Public Forum. On this occasion this will include Mr Alan Broom, speaking on behalf of the Burial Board.

 

  1. Welcome
  2. Apologies for Absence.
  3. Declaration of Interests and any Dispensations sought under the Localism Act 2011
  4. Minutes of the previous meeting, 3rd September 2024, for approval.
  5. Finance 2024-25

i. To receive updated financial statements noting any receipts and payments made since the last meeting, including the Direct Debit 2nd November, payable to the ICO for Data Protection Registration

ii. To approve payments including Clerk (September/October) plus expenses (reimbursement of travel, stationery etc), HMRC (mth 7 due 19/11/24) and any others that become due.

iii. Banking

• to confirm appointment of Cllr Jenkins as signatory and set up online authorisations.

• to note forthcoming changes to the bank account.

  1. Budget 2025-26 – to consider the first draft budget, including CAB request and proposed arrangement for cemetery grass-cutting costs.

  1. Willow Grange – update on NKDC negotiations re breach of planning conditions re hedge obstructing highway.
  2. Flooding – to receive update on removal of lamppost and reinstatement of culvert, village dyke maintenance, etc.

  4. Helpringham PC led WhatsApp group re flooding/road closure updates
  5. LCC winter grit offer
  1. Streetlights – to consider offer from NKDC to re-instate the lamppost nr 28 Fen Road

  1. Planning Application 23/1021/FUL Development of a photovoltaic solar array (49.995MW export capacity) with associated grid corridor works, access improvements and ancillary development. Land South of Little Hale Drove Little Hale Fen – to note outcome of Planning Meeting 5th November, if available.
  2. Travellers on Little Hale Fen – ref Enforcement Notice issued by NKDC 19th January, to take effect from 20th February 2024, compliance with conditions within 13 months maximum – update if any.
  3. Planning Application 24/0894/PAR Change of Use from agricultural building to storage, The Chestnuts, Main Road – to note approved by NKDC 18th September 2024
  4. Planning Application 24/0311/EIASCR Proposed BESS (Battery Energy Storage System) south of Little Hale Fen – Boston Borough Council Planning B/24/0415 – to note offer of briefing
