6th September 2022 - Minutes

Notes of the Meeting of the Parish Council held in the Chapel, Chapel Lane, Little Hale on Tuesday 6th September 2022 at 7.30 pm.

Present: Cllrs S Poulton, A Lennox, N Rooke, P Ireland and J Stapleton, Mrs D Scott (Clerk)

Cllrs S Tarry (NKDC) (for the public forum)

During the public forum, Cllr Tarry asked that the Parish Council note the new NKDC Parish email newsletters, now being sent monthly.

She also reported that there was no update on the timescales yet, but she had been advised that the plan was still to move the culvert, rather than the lamppost.

83/22 In Cllr Poulton’s absence, Cllr Lennox took the Chair and welcomed all to the meeting.

84/22 Apologies for absence –  Cllr S Poulton for lateness, Cllr S Ogden and Andrew Key (LCC).

85/22 Declarations of Interest and Applications for Dispensation – none

86/22 Notes of the previous meeting, 5th July 2022 – approved and signed.

87/22 Finance 2021-22  It was noted that no requests had been received during the public rights period.

88/22 Finance 2022-23

i. Mrs Scott had shared copies of transactions to date. The balance at Lloyds was £4,083.37, before this evening’s transactions. The balance included restricted funds of £1,644.52.

ii. Payments were approved for the Clerk £172.88 by cheque (August and September), and HMRC £39.40 (mth 6 due 19/10/22), by transfer.

iii. Jubilee Event Financial Summary – Cllr Poulton presented a detailed summary of the costs incurred in purchasing food and drink supplies for the event and the takings in cash and via card machine on the day. Other costs and receipts were noted and reimbursed, where appropriate, and it was agreed that a donation of £20 be made to the Chapel for allowing the use of the accessible toilet on the day. (post meeting note, after all income and expenditure had been accounted for, a net surplus of £72.74 was recorded).

90/22 Policing Update – PCC Safer Together Coordinator had requested ideas for Neighbourhood Policing priorities. It was agreed that a visible police presence should be the priority, to reassure residents and deter criminal and ASB activity.

91/22 Highways Matters

Potholes – noted that several had been marked, suggesting repairs imminent.

Culvert works – as discussed earlier, Cllr Tarry reported on the plan to divert the culvert.

Flooding – no recent issues, due to current weather conditions.

92/22 Broadband – Cllr Ireland reported that he had no further news

93/22 Planning Matters

  1. Central Lincs Local Plan – consultation on the Sustainability Appraisal addendum 22nd August to 4th October.
  2. Applications - none

94/22 Planning Inspectorate

  1. Viking Link – It was noted that the company had started moving the cables on to site ready for installation.
  2. Triton Knoll – No update
  3. Ecotricity, Heckington Fen - Solar Park statutory consultation period 30th June 2022 to 1st September 2022, with public events - noted
  4. Anglian Water Reservoirs Project – it was understood that one property in a neighbouring parish had been notified of potential Compulsory Purchase Orders. (post meeting, it was noted that the potential CPO was for a different project)

95/22 Phone Box and Community Defibrillator

Reporting – ongoing, thanks to the volunteer group

Electrical Installation – As requested the Clerk had sought quotes for the EICR but only one company had replied. It was agreed that Hare Electrical quote of £110 plus vat, including bonding, be accepted and the work commissioned.

Further Incident – CHT had confirmed ongoing correspondence between CHT and EMAS re changing the 999 call handlers’ script. A note had been added to the website.

96/22 Queen’s Jubilee Event – It was agreed that another event be planned for July 2023, perhaps to revive the Little Hale Feast tradition.

97/22 Land at Pump Lane – No news yet on the application to Lincolnshire Coop Community Champions winter campaign.

98/22 Ideas arising from the 2022 Annual Parish Meeting and possible projects for CIL Funding –  Community Larder (e.g., equipment to hold donated surplus produce, free for collection, to be sited at Pump Lane, Bench (design and location to be agreed), new Parish Noticeboards for bus shelter (2 outside and 1 internal, Cllr Stapleton kindly offered to make and install the boards, with materials purchased by the Parish Council, prices to be brought to the next meeting)

  2. Newsletter – possibly for ideas for the CIL funds, info re contacting the Charities

100/22 Matters for the next meeting – Queen’s Jubilee Event finances, ideas from APM and CIL projects

101/22 The Dates of Meetings for 2022-23, at 7.30pm – as agreed, 1st Nov, 3rd Jan 2023, 7th Mar, 16th May (please note new date to fit in with the Parish Council election due on 4th May)
