11th September 2018 Minutes

Notes of the Meeting of the Parish Council held at The Chapel, Little Hale on Monday 11th September 2018 at 7.52pm.

Present: Cllrs N Rooke, P Ireland, J Stapleton, and Cllr Stewart Ogden (NKDC), Mrs D Scott (Clerk).

71/18 Cllr Rooke welcomed all to the meeting. The start of the meeting had been delayed to enable a quorum to be achieved.

72/18 Apologies for Absence – Cllrs D Cox and S Poulton, Cllr Sally Tarry (NKDC)

73/18 Declarations of Interest and Applications for Dispensation – none

74/18 The notes of the Parish Council Meeting, held on 3rd July 2018: Proposed by Cllr Rooke, seconded by Cllr Ireland and agreed unanimously, that these were an accurate record.  

75/18 Annual Finance 2017-18

  1. It was noted no requests to inspect the accounts had been received.

76/18 Finance 2018-19 The Clerk circulated updated financial statements, including receipt of precept and grant from NKDC, showing a balance of £1895.54, including the VAT refund from HMRC (£58.18) in the Lloyds account before this meeting’s payments.

  1. The following payments were approved: Clerk (August & September) plus expenses (reimbursement of travel) £155.70, HMRC (mth 6 due 19/10/18, to be paid by bank transfer) £35.40

79/18 Policing Update - none

80/18 Highways Matters

  1. Joint Letter from 6 parishes – Mrs Scott reported that the Chairman of Burton Parish Meeting had now written to LCC with an official complaint that, despite the visit by senior Highways managers, no further response had been received. In addition the junction of Burton Road and the Burton to Helpringham Road had not yet been repaired
  2. LCC TSG – Bus timetable updates – noted.
  3. Cutting of grass verges – advice to residents – noted.
  4. Fen Road roadworks – completed.
  5. Chapel Lane – residents had been advised by WPD that the electricity cables would be laid underground over 4 weeks, starting on 25th September in the ‘path and road’. Councillors welcomed the work but asked Mrs Scott to ask WPD to ensure that the road surface was reinstated to its current state, being the only decent surface in the Parish.

81/18 Broadband – Cllr Ireland reported that a quote had been received from BT Openreach. Following the recent announcement of the opening of the Triton Knoll Community Fund, Mrs Scott had circulated the details to all. Cllr Ireland agreed to contact Sue Fortune at Lincolnshire Community Foundation, who were managing the Fund, with a view to starting an application.

82/18 Flooding - No major issues reported, although there had been some surface water backing up during the recent rains following the prolonged dry period.

83/18 Planning

  1. 18/1095/PNMAT Foxys Barn - The Old Bowling Green 6 Main Road Little Hale NG34 9BA. Mrs Scott reported that NKDC planning officer had decided that prior approval was not required for changes to the permission on 18/0368/FUL

84/18 Planning Inspectorate Matters

  1. Viking Link Interconnector Project – no update
  2. Triton Knoll – It was noted that work had started on the cable-laying, including a compound established off the A17. The Community Fund had also been launched (see above)

85/18 Community Defibrillator – Checks continued. CHT’s response to the Defib database website was noted, along with the new site, based on up to date webnos information.

86/18 Dog Fouling – No problems reported.

87/18 WWI commemorations – The Clerk reported that she had received the 10 Silent Soldier silhouettes on behalf of the Burial Board and brought one to show. Cllr Rooke reported that she had received offers of hot food and Mr Freeman had confirmed he was available. Arrangements for the event were agreed. Councillors agreed to meet again before the end of September, informally.
