3rd July 2018 Minutes

Notes of the Meeting of the Parish Council held at The Chapel, Little Hale on Tuesday 3rd July 2018 at 7.30pm.

Present: Cllrs N Rooke, P Ireland, J Stapleton, D Cox and Cllr S Poulton, Cllr Sally Tarry and Cllr Stewart Ogden (NKDC) Mrs D Scott (Clerk).

54/18 Cllr Rooke welcomed all to the meeting.

55/18 Apologies for Absence – none

56/18 Declarations of Interest and Applications for Dispensation – none

57/18 The notes of the Parish Council Annual Meeting, held on 8th May 2018: Proposed by Cllr Rooke, seconded by Cllr Cox and agreed unanimously, that these were an accurate record.  The notes of the Annual Parish Meeting held the same evening were noted, for approval at the next Annual Parish Meeting

58/18 Annual Finance 2017-18

  1. It was noted that the Statement of Exemption had been submitted to the External Auditors and the accounts were currently available for public inspection until 13th July.

59/18 Finance 2018-19 The Clerk circulated updated financial statements, including receipt of precept and grant from NKDC, showing a balance of £2025.96 in the Lloyds account before this meeting’s payments.

  1. The following payments were approved: Clerk (June and July) plus expenses (reimbursement of travel) £153.20, HMRC (mth 3 due 19/07/18, to be paid by bank transfer) £35.40
  2. GDPR – The draft Policy, Data Audit and Privacy Statements, based on the NALC GDPR Toolkit, were approved for publication on the website

61/18 Policing Update

  1. Update on Community Speedwatch – information had been received but Cllrs agreed that no further action at this time was necessary.

62/18 Highways Matters

  1. Joint Letter from 6 parishes to Cllr Davies, LCC highways portfolio holder – Clerk to check whether any further response had been received.
  2. Road Closure notifications for June 2018 – it was noted that the essential maintenance on Fen Road had been deferred until July.
  3. Any outstanding or new issues – Cllrs were extremely concerned about the disintegration of the road at the junction of Burton Road and the road between Helpringham and Burton. Clerk to check on exact location of parish boundary and discuss with Burton contact, Mrs McIntosh.

6318 Broadband – There was no update

64/18 Flooding - No major issues reported

65/18 Planning

  1. 18/0368/FUL - The Old Bowling Green 6 Main Road Little Hale NG34 9BA. Mrs Scott reported that an apology had been received from the Planning Dept for the technical issue that meant that the plans uploaded to the website had inadvertently not been made visible to the public. The application had been approved by NKDC on 5th June

Cllrs Tarry and Ogden kindly agreed to check with Planning that the situation would not arise again.

66/18 Planning Inspectorate Matters

  1. Viking Link Interconnector Project – no update
  2. Triton Knoll – no update

67/18 Community Defibrillator – Checks continued. Cllr Poulton commented that his business’s defib had recently been used successfully, saving a client’s life. Cllr Rooke agreed to mention this in the next newsletter to show the value of having a defib within easy reach. The Defib database website was noted,

68/18 Dog Fouling –The Clerk had reported the bin not always being locked and Mrs Bailey at NKDC had agreed to remind the team to do so. No problems reported.

69/18 WWI commemorations – The Clerk reported that she had booked Parva House for the afternoon and evening of 11th November, two quotes had been received for the work on the memorial. She had submitted an application to the Armed Forces Covenant under the ‘Silent Soldiers, There, but not there’ grants and had prepared a grant application to the War Memorial Trust which if successful may contribute to part of the costs of the work. This would be submitted on behalf of the Burial Board, with the support of both Parish Councils.  Little Hale PC had previously agreed its support of the project and it was understood that Great Hale Parish Council was considering the matter this month. An informal working group was set up to organise the event on 11th November, based on a hot meal (stews and casseroles and similar), with entertainment by local musicians, a bugler, film clips and old photographs. Cllr Rooke agreed to ask residents for any information about the names on the memorial and if there were any known relatives still in the area. She would also forward the article to Great Hale newsletter editors along with details of the event. Further details to be agreed at the next meeting.
