8th May 2018 Minutes - Annual Meeting

Notes of the Meeting of the Parish Council held at The Chapel, Little Hale on Tuesday 8th May 2018 at 7.50pm.

Present: Cllrs N Rooke, P Ireland, J Stapleton and D Cox, Mrs D Scott (Clerk).

34/18 Election of Chairman and Vice-Chairman.

Cllr Rooke asked that other Councillors put themselves forward to take on the role, possibility on the understanding that it would be for up to 2 consecutive years (subject to annual re-election) but there were no volunteers this time.

It was therefore proposed by Cllr Ireland, seconded by Cllr Cox and agreed unanimously that Cllr Rooke be re-elected Chairman.

It was proposed by Cllr Rooke, seconded by Cllr Cox and agreed unanimously that Cllr Ireland be re-elected Vice-Chairman.

35/18 Apologies for Absence – Cllr S Poulton, Cllr Sally Tarry and Cllr Stewart Ogden (NKDC)

36/18 Declarations of Interest and Applications for Dispensation – none

37/18 The notes of the Parish Council Meeting, held on 6th March 2018: Proposed by Cllr Rooke, seconded by Cllr Cox and agreed unanimously, that these were an accurate record.

38/18 Annual Finance 2017-18

  1. Internal Auditor’s Report - Mrs Gascoyne had completed that Internal audit and reported that all was in order.
  2. Exemption Certificate 2017-18 for submission to the External Auditor – It was noted that the Council’s income and expenditure for the year were both under £25,000 and therefore exempt from sending the completed forms to the External auditor.  The Exemption Form was signed and would be submitted to the External Auditor, and the approved statements would need publishing on the PC website and the dates for inspection by electors advertised.
  3. Statement of Governance for the year ending 31st March 2018 -  Proposed by Cllr Rooke, seconded by Cllr Cox and agreed unanimously, that the statement was approved
  4. Statement of Parish Council Accounts for the year ending 31st March 2018 - Proposed by Cllr Ireland, seconded by Cllr Stapleton and agreed unanimously, that the statement was approved

39/18 General Power of Competence – it was noted that the Parish Council was not currently eligible.

40/18 Finance 2018-19 The Clerk circulated updated financial statements, including receipt of precept and grant from NKDC, showing a balance of £2639.53 in the Lloyds account before this meeting’s payments.

  1. Insurance – noted Community Lincs Long Term Understanding £226.82
  2. The following payments were approved: Clerk (April and May) plus expenses (reimbursement of travel, renewal of 365 subscription etc) £216.55, HMRC (mth 2 due 19/06/18, to be paid by bank transfer) £35.20, Hale Magna and Hale Parva Burial Board £100 (contribution to Cemetery Costs), Mrs Gascoyne Internal Audit £35, Community Lincs Insurances £226.82 (as above)
  3. Information re new VAT claim procedure - noted
  4. GDPR – Mrs Scott had circulated a draft Policy, Data Audit and Privacy Statement, based on the NALC GDPR Toolkit, before the meeting. These were based on the templates provided by LALC and would be considered for approval at the July meeting. It was understood that the new regulations would take effect from 25th May. It  was noted that, although they were still being considered by the UK Parliament, the ICO was expecting all organisations to be working towards compliance by that date

43/18 Highways Matters

  1. Joint Letter from 6 parishes to Cllr Davies, LCC highways portfolio holder - noted. Cllrs reported that they’d been told by the pothole-mending team that they were only allowed to fill the ones on their list, so invariably had to drive round and ignore others on their way. Clerk to add to conversation re the joint letter.
  2. 1 Fen Road – preliminary enquiry re stopping up the Highway – Councillors discussed the matter and agreed in principle, subject to seeing the final consultation papers, that there was no objection to the proposal to stop up the section of Highway immediately next to the house, not currently used as Highway..
  3. Road Closure notifications for June 2018 – noted that essential maintenance on Fen Road was included on the list.
  4. LCC Grass Cutting 2018 – update noted.
  5. Any outstanding or new issues - noted

44/18 Broadband – There was no update

45/18 Flooding - No major issues reported

46/18 Planning

  1. 26/18 18/0368/FUL - The Old Bowling Green 6 Main Road Little Hale NG34 9BA Demolition of existing stable, workshop and garage building and erection of detached dwelling – Councillors were concerned at the lack of detail available and felt unable to make a decision.

47/18 Planning Inspectorate Matters

  1. Viking Link Interconnector Project – it was noted that a further consultation was in progress re the final route; NKDC had asked for comments. It was agreed that the Parish Council had no further comments.
  2. Triton Knoll – no update

48/18 Community Defibrillator – Checks continued. It was noted that the battery would be due for replacement next year. Funds were in hand.

49/18 Feedback from the First Aid Course. The Red Cross course had been held on 2nd May and although fewer people had attended than hoped, all agreed it had been useful and the simple approach had been appreciated even by more experienced First Aiders present.

50/18 Dog Fouling – the new bin was being well used and regularly emptied, although the casing was not always being locked afterwards. The Clerk to mention to NKDC.

51/18 Spring Clean – Cllrs felt that this should be deferred until next Spring.

52/18 WWI commemorations – Cllr Cox agreed to talk to Cllr Poulton for an update, the Clerk to check Parva House availability and to contact Great Hale Parish Council. The Clerk reported that she had received one quote already and was awaiting a second.
