1st July 2019 Minutes
Notes of the Meeting of the Parish Council held at The Chapel, Little Hale on Monday 1st July 2019 at 7.52 pm.
Present: Cllrs P Ireland, N Rooke, J Stapleton, S Poulton and A Lennox, Mrs D Scott (Clerk).
54/19 Welcome – Cllr Ireland welcomed all to the meeting, the start of which had been delayed by the Clerk being delayed by road blockage on the A17.
55/19 Apologies for Absence – Cllr Sally Tarry and Cllr Stewart Ogden (NKDC) (post meeting)
56/19 Declarations of Interest and Applications for Dispensation – none, although some Councillors noted former and potential future interests in the planning application below.
57/19 The notes of the Annual Parish Council Meeting, held on 7th May 2019: it was agreed unanimously that these were an accurate record. The notes of the Annual Parish Meeting that evening were noted, for approval at the next APM.
58/19 Annual Finance 2018-19
- It was noted that the SBA had acknowledged receipt of the Exemption from Audit paperwork required
- It was noted that the accounts etc were available for public inspection from 3rd June to 12 July.
59/19 Finance 2019-20 The Clerk circulated updated financial statements showing a balance of £2668.39 in the Lloyds account before this meeting’s payments.
- The following payments were approved: Clerk (June and July) plus expenses (reimbursement of travel, etc) £153.20, HMRC £35.40 (mth 3 due 19/07/19, to be paid by bank transfer), Payments by transfer were authorised for HMRC and LALC (in respect of training fee, for New Councillor training 2nd July).
- Bank Account Signatories - after discussion it was agreed that Cllr Lennox and Cllr Poulton be added to the list of signatories and former Cllrs Cox and Needham be removed. Forms were signed as far as possible and Mrs Scott agreed to forward the individual forms for completion.
60/19 Clerk’s Report and Correspondence.
- LCC 3rd Annual Resilient Communities Conference 18th July
- NKDC – inviting Chair to events

- NKDC - Code of Conduct training 17th & 18th July – Mrs Scott would attend
- NKDC - Electoral Review Briefings 22nd July – Cllr Rooke was hoping to attend

- Community Lincs - announcing merger with YMCA
- Lloyds Bank Statements and any others.
61/19 Policing Update – Cllr Ireland reported that there had been a farm break-in in the village, but no other update had been received.
62/19 Highways Matters
- HGV route - Cllr Ireland reported on progress made with Cllr Young and Rowan Smith in upgrading the signage re the advisory route for HGVs and farm vehicles through the village. RS had requested photographs and maps of signage locations which were being supplied. Cllr Poulton agreed to work with DC to produce the necessary details.
- Burton Road junction with Helpringham Road – surface worsening. Mrs Scott agreed to contact Mrs McIntosh at Burton Pedwardine for any update.
- Public Rights of Way – It was noted that the newly marked footpath between Little Hale Fen and Great Hale Fen was becoming overgrown already, Cllr Stapleton agreed to report this via the LCC website.
63/19 Flooding – it was noted that the flooding in mid-June, following unprecedented rainfall, had taken a long time to drain away, at the junction of Fen road and Main Street and outside Rock House. Mrs Scott to contact LCC.
64/19 Broadband – Cllr Ireland reported that BT had offered to meet with residents to follow this up. It was suggested that, once the meeting date was known, a newsletter be produced to invite all residents. Also, news of a further initiative (Rural Gigabit Connectivity) had been received from Onlincolnshire.
65/19 Planning
- 19/0816/FUL – Erection of new dwelling, 1B Chapel Lane – after discussion it was agreed that the Parish Council would support this application.
- 19/0502/HOUS- erection of single storey rear/side extension – 3 Fen Road NG34 9BD. It was noted that the plans had been approved by NKDC 13th May.
66/19 Planning Inspectorate Matters
- Viking Link Interconnector Project – ongoing
- Triton Knoll – it was noted that there had been an invitation to view the previous week, some of the relics found. (It was also noted at this point that Dr Caroline Johnson, MP, was holding an open event at Heckington on 5th July)
67/19 Community Defibrillator – Checks continued and all was in order.
68/19 Dog fouling – it was noted that apart from a few isolated instances, the situation continued.
69/19 The Clerk reported that the application to the War Memorial Trust had been successful and the full £500 awarded. She explained that there was a comprehensive contract involved which also required SmartWater to be applied to all metal parts and she was investigating this further. It was understood that this would be financed under a connected grant. Mrs Scott was authorised to carry out the necessary steps to complete the project, by either November 2019, Easter 2020 (the anniversary of the original memorial unveiling) or VE Day 2020.
Cllrs also discussed publicity for the project which led to a wider discussion on the use of facebook for community news
